The specific objectives of this study are to: understand the budgetary process in Kenya, focusing on the KPF budget; analyse trends in budgetary allocations to the KPF between fiscal years 1999/00 to 2003/04; compare allocations to the KPF with those to other law enforcement agencies; establish whether disparities exist between budgetary allocations to the KPF and actual expenditure; and identify police priorities based on analysis of budgetary trends.
